The Snoopy Sno-Cone Machine is a snow-cone making set for children ages six and older and is being imported from China. The product, which consists of a plastic housing with a metal cylindrical blade, grates an ice cube into ice shavings that are transferred into disposable paper cups. A small squeeze bottle in the shape of a snowman is also provided to hold and dispense the fruit punch flavoring over the ice shavings. The result can then be eaten as a snow cone.

U.S. Customs maintains an online searchable database of rulings from 1989 to present called the Customs Rulings Online Search System (CROSS). Importers can use the system to find rulings on goods similar to theirs. It contains links to the HTSUS and other federal regulations. Although the rulings are only binding on the importers to whom they are addressed, the rulings provide guidance to other importers. Access the CROSS database and locate the most recent ruling on classification of the Snoopy Sno-Cone Machine. In no more than three to four sentences, summarize the ruling. Be sure to identify the interpretive rules that you believe U.S. Customs used in making its classification. You will not receive credit if you do not discuss which rules you believe were used.
