Consider the following ethical dilemma: Imagine yourself as a well-established businessman; let’s say operating a construction business. Then, to your surprise, you were appointed by the mayor to become the next city manager. The Mayor had campaigned for the first time in his life and really did not have much experience in public administration. But you were glad to be offered the position and wanted to find out how it could benefit your construction business. In your first day in office you are told that you will guide and provide expert opinions on city council decisions and directly report to the city council. Because the voters demanded immediate change from the newly elected mayor you are given some leeway on the recruitment of new talent, in an unprecedented effort to help move the city forward. This includes a sizable hiring budget. However, you are also told that the hiring should take place on the basis of merit – and further advised that in cities across the country recruitment involves special tests that are administered by assigned independent authorities so that entry to the service will not be subject to favoritism. 1 / 4 You are cautioned by the outgoing city manager that the job involves a special set of rights and obligations in the hope that you are to follow the legacy of promoting loyalty and integrity, regardless of personal preferences or choices. But you also seem to be getting get conflicting messages, in the form of advice from the newly elected mayor who is now your boss and from his friends in politics. It turns out that some of those who will be working around you do not wholeheartedly believe in higher forms of ethical standards and encourage you to be first thinking of yourself and serving the interest of those closest to you- that you should be doing what you could to provide city jobs to your friends and to family members. Your signature assignment should reflect your familiarity with the information learned in modules 1 through 8, highlighting general ethical standards and practices in public administration, focusing on those that will assist you in avoiding some major pitfalls of unethical behaviors. In other words, you will need to discuss how the information in the course modules (1 through 8) would be helpful to you (or could be utilize) if appointed to such a position.
