A policy brief is a short written piece prepared to help a policy maker decide on an important issue. The art of a policy brief is to be able to convey important ideas in a highly concise form; most policy makers do not have time to read more than a couple of pages on a particular subject. Make your briefs clear and forthright; keep the main points in focus; strive for conciseness and coherence. Brief assignments such as this one never ask you to feed back everything you know. Instead, they give you the chance to show that you understand the subject well enough to establish intelligent priorities, reach reasonable conclusions, and express them convincingly.
Policy briefs come in a variety of types and sizes: some make recommendations based on research; some lay out issues and options; others argue forcibly and persuasively for a particular course of action. You can choose to do either type for this assignment.
Grading for Assignment
Your paper will be graded on a 20-point scale roughly as follows. If you argue for a particular action, make sure you include the points in parentheses below. If you are writing an “issues and options” brief, don’t include these points.
Introduction to topic: 3 pts.
Presentation of relevant transport sector issues (and how the course of action you advocate addresses them): 5 pts.
Presentation of at least one alternative course of action – remember this can just be the status quo – including pros and cons (and why you don’t recommend them): 5 pts.
Organization of paper: 2 pts.
Clarity of communication, including grammar, punctuation, etc.: 5 pts.
