William Nordhaus (2018 Nobel Prize in Economics) has described how the free-rider problem, a central concept in economics, applies to climate change. In a study published in 2015 in the American Economic Review, Nordhaus developed an economic model to determine how to create a strong incentive for countries to collectively address climate change. He called his theory a “climate club.” Today, many think our behaviours will evolve towards more sustainable production and consumption patterns “thanks to the COVID outbreak”.
