The controlling function of the manager is the process of measuring progress toward goal attainment and if deviation is discovered, indicating corrective action. Control is therefore used to monitor progress and make adjustments as required. Controlling is considered as the terminal management function, because it usually takes place after the other functions have phased out. Controlling is most closely associated with planning, because planning establishes goals and the methods for achieving them. Controlling investigates whether the goals were achieved, i.e., whether planning was successful. Control could be preventive; before the activities take place, concurrent; monitoring activities as they are being implemented, or feedback; after the activity takes place. A control system begins with a set of performance standards that should be realistic and acceptable. Standards can be quantitative or qualitative.
