In part two your had to focus on 4 parts. Symptom of the problem, magnitude of the Policy Problem, Policy and identification of the policy problem 1, 2 3 etc. and Goals for government intervention to change Policy. Please remember these are not policy goals but goals got government intervention to amend policy. Therefore they are based on substantive goals that positively contribute to change policy like efficacy/efficiency, equity, equality, liberty, security, fairness and human dignity. Then, there are instrumental goals like political feasibility and economic feasibility that need to be assessed for government intervention which are a constant. In the third part of POLICY ANALYSIS PAPER III you need to find a minimum of 3-4 alternative policy selection and have to assess their feasibility on the 4 goals for government intervention. These alternative policy selections can be drawn from the existing policy, or propose a new one or showcase a best practices case that can be adopted for your policy alternatives. Each of these 3 or 4 alternative policy selection have to be evaluated on the 4 government intervention goals two of which are constant (the instrumental goals). I want to direct your attention to pages 14-21 in Weimar Chapter 1 where each of the alternatives to solving the kidney shortage policy problem based on the National Organ Transplant Act of 1984 are assessed on 1. Human dignity, equity, political feasibility and efficiency. I want you to look up Chapter 16 Weimer and Vining ‘The Canadian Pacific Salmon Fisheries pages 387-389 Policy alternatives evaluation of these 3-4 alternative policy selections on the 4 government goals for intervention pages 389-94. Here is what I want to see in this section of the assignment Section I: What are the 3 principal Policy alternatives: reference Weimar pages 387-389 Section II What is the criterion for evaluation: reference Weimar pages 389-394.
