Clean Air Act

In this section you are expected to describe the symptoms, magnitude and consequences of the problem you are researching and analyzing in depth and identify one or more goals that convince the need for government intervention for a policy or program. (In other words what has not been met that desires government intervention; also, you may find that could be a market failure needing that intervention or government failure at some end to revisit the policy or create a new policy on that issue. Your analysis should convince a thoughtful, analytic reader (such as myself) of the existence and importance of the problem, and inform the reader about alternative goals for public intervention. IMPORTANT: Do not approach this as an advocate for a specific policy by bringing in exaggerated claims etc. Neither should you begin with the policy itself. Your intent in policy analysis is to begin by identifying what is missing or lacking in a specific program or policy. All policies/programs deal with a problem or issue. Look at Weimer and Vining for ideas. (we will be covering it in class but you can review some of its themes as you begin writing your project). You should consider the question of market failure (as they suggest), but may find other analytic frameworks (social and redistributive) more helpful in identifying a problem in need of remediation (e.g. the impact of poverty on child development, family economic welfare, poverty among elderly, long term care etc.). Your analysis should address the following questions: What are the symptoms of the problem? Who is affected? How? Refer to Weimer and Vining Chapter 15 pages 343-346 What is the magnitude of the problem? What happens if the problem continues? What are the policies in place and what’s the problem with them? What are the plausible goals for government intervention? I have a previous paper written before that needs editing to align with this format and incorporate a specific policy being the clean air act.
