I agree there is a lot to do especially in the beginning. Milestone one is a big thing, the others are more reasonable after this.

What is the need or challenge of the organization? — You could delete the whole first section Technology Information and not be missing any required information, as you said pretty long there. OK but doesn’t match the need entirely.

Innovative Technologies: Three separate entire solutions to address the specific business scenario for the final project that will 1) “have a Mobile Command Center… serve at the base and central location for relief efforts and … be co-located with central relief coordination efforts … devices would be deployed that complement the MCC”. 2) “must be capable of at least transmitting voice … also transmitting data”. 3) “must be able to extend the communications range beyond the mobile command center within a 10 mile radius … ”

What are innovative technologies can be used to address the needs of the organization — To quote the assignment “The solution may be a single product or an effort that integrates multiple products with minimal additional effort required for integration …”. This is also still requiring THREE complete solutions that addresses all the requirements above. You say Mobile Networks with ICT, and also the ultra low latency networks wont provide solutions to the voice, date and range requirements. Those combined are not designed to provide voice and data in an area where no power, internet or cell service exists. Something much more sophisticated is needed.

Summary; student, I think understanding how to solve the problems is not clear to you from a technical perspective. We need solutions (3) that will create a way for the first responders to communicate and transfer data amongst them selves and outside of the disaster area, while assuming there is no power, internet or cell service existing if ever. Solutions like Satellite phones, Loon Balloon, Drones, or other combinations of options can be very valid and the purpose of the paper is to assess and evaluate the variations and how they will provide the best set of benefits. Also the structure of the paper does not help to make sure you address all the issues. You will need to revise this section of what will be on your final paper or these same deductions will be on that paper also. Let me know if you have any specific questions.
