Read the required article by Stalebrink and Frisco (2011) and reflect on the challenges involved in adopting and implementing result-oriented reforms to one or more of the seven categories. After you have finished reading the article, post a brief comment that addresses which of the reasons discussed in the article you believe poses the most significant challenge to the successful implementation of performance measurement systems. Stalebrink and Frisco (2011), confirm one of their hypothesis that those members of congress who receive substantial support from PACs are not entirely favorable of PART. If anything, this confirmation just furthers the negative opinion most have toward government as it allows itself to not serve the people but rather who has the money. I suggest that this can be an example of “goal displacement and gaming” whereas, PACs are setting the agenda moving favor away from PART initiatives. PACs and elected officials who serve at their own pleasure and not to the people’s—supports and services and fiscal responsibility of tax dollars—in essence “gaming the system”,(Poister et al., 2015) for their benefit.

Poister identified seven categories which can help to lead to successful implementation of performance measurement systems. “The categories include strategies aimed at assuring that:
1. the information is useful to the target audience,
2. sufficient resources are available to support implementation,
3. the information produced is being used,
4. that stakeholder buy-in is secured,
5. internal resistance is minimized,
6. problems of goal displacement and gaming are minimized, and
7. the system is not subject to abuse”(Poister, et al., 2015).

In our reading this week, a few challenges were presented which can significantly impacted the successful implementation of a performance measurement program, the most significant being lack of stakeholder buy in and the presence of internal resistance. The article highlighted some specifics related to party divides, campaign contributions, and business experience, but these challenges are not just unique to government. In order to successfully implement a performance measurement system, stakeholder buy in, which will help to reduce internal resistance is a necessity and often the first step of the process.
