Introduction:
⦁ Attention Grabber/hook: Imagine the government spying on you, an innocent college student at the University of Washington. It is hard to believe that the government may be shuffling through your library records to see what book you checked out of the library only twenty minutes ago, or maybe you secretly under investigation because of a questionable statement you made ten years ago. All this may seem crazy to students such as us, but with the Patriot Act strongly ruling specific government policy, all of these crazy actions become realistic and plausible.
⦁ Thesis: The USA Patriot Act must be reformed so it does not become a permanent violation of our civil liberties.

⦁ Main point 1: (claim) The Patriot Act (PA) design lacks important wisdom that causes complications.
⦁ Supporting Info: The PA threatens the rights and privacy of U.S. citizens

⦁ Main Point 2: (claim) The PA violates the 4th Amendment of the constitution: “The right of the people to be secure in their persons, houses, papers and effects, against unreasonable searches and seizures, shall not be violated…”
⦁ Evidence 1: Section 213 (“Sneak and Peek”) gives the government permission to arrange searches without informing you that a warrant was issued, for an indefinite period of time, and without showing probable cause. (PA Law 2001)
⦁ Evidence 2: Section 215 gives the government access to any types of records – medical, financial, gun, library, educational, sales. Etc. – without probable cause of a crime. It also prohibits the holders of this information from disclosing that they have given such records. (PA Law 2001)

⦁ Supporting Info: It allows foreign nationals to be denied entry to the United States because of statements they made in the past:

⦁ Main Point 4 (Solutions): With every problem there is a solution …An effective solution that will only help to mend the broken path pointing towards a fair and liberated life for us as American citizens.
⦁ Require solid documented evidence and a reliable word from authorities that an individual is a threat to the nation’s security.
⦁ Require record-holding organizations to publicly disclose the type of information they make available to the US Government.

Conclusion:
⦁ Review: The PA has dangerous design flaws, it goes against the US constitution, and it can treat foreigners as criminals without probable cause. Therefore, it should be modified to better protect citizens.
⦁ Call to Action: For every day that we let pass with the Patriot Act infringing on the freedoms of innocent Americans like us, we are silently saying that we agree with this undemocratic law. This is why I’m urging you to become a Card-Carrying member with the ACLU so you can help defend our fundamental freedoms. The ACLU has challenged the Patriot Act in court and won; they can do this again with your help!
⦁ Concluding thought: We want to support the government to keep our country safe from terrorist threats, but that does not mean we need to agree with a law which has apparent flaws.
